Peter C. Campanelli, Psy.D., President and Chief Executive Officer
Dr. Campanelli, who founded ICL in 1986, holds a Doctorate in Clinical Psychology from Rutgers University, Graduate School of Applied and Professional Psychology, and is a licensed Clinical Psychologist in New York and New Jersey. Dr. Campanelli has served as Board Chair and member of The Association of Community Living and Managed Care Innovations, as well as the President of the Coalition of Voluntary Mental Health Agencies' Board of Directors, and the Chair of the Mental Health News Board of Trustees. He is a Member of The Human Services Council of New York City's Board of Directors and the National Council for Community Behavioral Healthcare. Dr. Campanelli is a past recipient of the Peterson Prize for Community Service from Rutgers University. His work has twice been recognized with the Gold Medal Award from the Hospital and Community Psychiatry Division of the American Psychiatric Association, and the Congressional Community Corporate Partnership Award from Hon. Edolphus Towns.
Stella V. Pappas, LCSW-R, ACSW, Executive Vice President & Chief Operating Officer
Ms. Pappas, who joined ICL in 2000, has over 20 years of clinical and administrative experience working primarily with children and families. Prior to her current position, she was the founding Senior Vice President of ICL's newest division, Child and Family Services. Ms. Pappas received her Masters Degree in Social Work, as well as an Advanced Certificate in Clinical Social Work, from New York University.
Frantz Lubin, M.D., Chief Medical Officer
Dr. Lubin joined ICL in 1998. He received his medical degree in 1982 from Monterrey University, Mexico, and completed his internship and residency in psychiatry from SUNY Health Science Center in 1990. Dr. Lubin subsequently completed 2 psychiatric fellowships at SUNY, including 1 for forensic psychiatry. In addition to his medical leadership position at ICL, Dr. Lubin provides psychiatric consultation at several NYC not-for-profit agencies, and also maintains a private practice. A native of Haiti, Dr. Lubin was among the courageous volunteer medical professionals who flew to Haiti to assist the Haitian people after the catastrophic earthquake.
Dewey H. Howard, CPA, Chief Financial Officer
Mr. Howard joined ICL in 2007, and received his Associates Degree from The State University of New York at Farmingdale after his honorable discharge from the United States Marine Corps. He received his Bachelors Degree in Business Administration from Hofstra University and Masters Degree in Professional Studies from Long Island University, while on a full academic scholarship from the Baker Foundation. Mr. Howard's professional career has included increasingly responsible leadership positions in hospitals, not-for-profit organizations and private accounting firms, including Touche Ross and Company, the Clear View School and SCO Family of Services.
Pamela Tindall-O’Brien, Esq., Senior Vice President, Legal Affairs and Chief Counsel
Ms. Tindall-O'Brien joined ICL in 2010. She worked for 23 years for the New York State Office of Mental Health as an Assistant Counsel. Her areas of expertise are Medicaid and Medicare, children’s mental health issues, licensing, audits, and not-for-profit corporation law. Prior to that, she was an Administrative Law Judge for the New York State Department of Social Services for ten years. She has written articles for the New York State Bar Association’s Health Law Journal and was the recipient of the New York State Office of Mental Health’s Management Confidential Achievement award. Ms. Tindall-O’Brien has B.A.’s in political science and history from Syracuse University and a J.D. from Syracuse University.
Chris Copeland LCSW , Associate Executive Vice President, Chief Program Officer
Mr. Copeland joined ICL in 2011. He has over 30 years of clinical and administrative experience both in the United States and England. Mr. Copeland received his social work degree in England in 1985 where he worked in inner city projects and subsequently as an administrator for a psychiatric social work team at St James University Hospital in Leeds, England. Mr. Copeland moved to Maine in 1993 where he took progressively more responsible positions at Tri-County Mental Health Services, assuming the position of CEO in 2005. In addition to leading the agency through serious financial stress, Mr. Copeland was also very active at a state level, being voted the President of the Maine Association of Mental Health Services. Mr. Copeland’s expertise is in combining the need for fiscal responsibility with clinical excellence, particularly when funding and resources are severely compromised. He is also a recognized expert in the role that trauma plays in seeking and receiving social and health care, and transforming service systems to be trauma informed.
Howard Goldberg, Associate Executive Vice President, Chief Quality and Compliance Officer
Mr. Goldberg joined ICL in 2002. He has over 25 years experience in behavioral health services, including over 15 years experience in Quality Assurance and Improvement. Mr. Goldberg received a Bachelors of Arts degree in Psychology and a Master of Arts degree in Health Administration, both from Hofstra University.
Lailu S. Walls, CPA, Associate Executive Vice President, Chief Administrative Officer
Ms. Walls joined ICL in 2007. She received her Bachelors in Public Accounting from Pace University in 1991, and has devoted her career to working with nonprofits, both within public accounting and private nonprofit sectors.
