ICL's Vocational Opportunities and Employment Center (VOEC) was established in response to the extremely low employment rates among individuals with mental disabilities. ICL is committed to seeking employment opportunities through its own resources, and through relationships developed with government, voluntary agencies and private businesses.

VOEC programs, which provide services in Brooklyn and Manhattan locations, offer a comprehensive and diversified approach to vocational skills development and employment assistance. A staff of professionals and peer counselors provide vocational skills assessments, basic entry level skills training for clerical, receptionist, desktop publishing, food service, and housekeeping positions, educational instruction, job development, and job coaching. ICL's janitorial recycling training program is an approved VESID vendor. These programs are open to ICL consumers, as well as those from other agencies.
